Presentation Title: China’s Antimony Industry Standards: Foundation, Implementation, and Future Outlook

Mr. Wenjun Tan, a Chinese Communist Party member, is an engineer born in June 1975 of Han ethnicity. He currently serves as a Level-3 Expert at Xikuangshan Flash Star Antimony Co., Ltd. With over thirty years of dedicated experience in antimony analytical testing, he has been awarded one provincial/ministerial-level Science and Technology Progress Award.

He has led or actively participated in the formulation and revision of a total of 10 national and industry standards. Throughout his career, Mr. Tan has focused extensively on the development of analytical chemistry standards for the antimony industry. His work has made significant contributions to the establishment of the industry’s standardization system, the implementation of technical specifications, and the advancement of high-quality industrial development—accumulating both profound technical expertise and extensive practical experience in the field.

Mr. Yan Changsong, male, Han Chinese, born in August 1983, is a member of the Communist Party of China and holds a bachelor’s degree. He is a Certified Engineer in Analytical Chemistry.

Mr. Yan has worked across multiple subsidiaries of ChenZhou Mining throughout his career. He previously served as Secretary of the Youth League Committee of ChenZhou Mining, Deputy General Manager of Changde Antimony Products Co., Director of the General Office of ChenZhou Mining, and concurrently as Party Secretary, Executive Director, and General Manager of Anhua Zhazixi Mining Co., Ltd. He most recently held the position of General Manager Assistant at ChenZhou Mining.

He currently serves as a Member of the Party Committee, Deputy General Manager, and Chairperson of the Trade Union of ChenZhou Mining Co., Ltd., and is also a member of the Huaihua Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC). He is presently responsible for overseeing the company’s business operations.

Mr. Deng Weihua is a member of the Communist Party of China and a Senior Engineer with a Master's degree in Metallurgical Engineering. Born in November 1970, he graduated in July 1991 and has worked at Xikuangshan Shanshing Antimony Industry Co., Ltd. ever since. He currently serves as General Manager of Guangxi Huayi Technology Co., Ltd.

He has received six provincial- or ministerial-level Science and Technology Progress Awards and was honored as one of the “Second Batch of Outstanding Science and Technology Workers of Hunan Province.” He has led the R&D and industrial application of several key technologies, including oxygen-enriched smelting of antimony ores, oxygen-enriched top-blown bath smelting of antimony concentrates, and arsenic-alkali slag treatment. He has also spearheaded the drafting of one national standard, one industry standard, one group standard, and two provincial/local standards. To date, he holds six authorized invention patents and eight utility model patents.

Guangxi Huayi Technology Co., Ltd. is a wholly owned subsidiary of Hunan Nonferrous Metals Holding Group Co., Ltd.—a directly managed enterprise under China Minmetals Corporation—and is currently administered by Xikuangshan Shanshing Antimony Industry Co., Ltd. Founded in 2007 with registered capital of RMB 157.84 million, the company is located in the Nanning High-Tech Industrial Development Zone, Guangxi. It is a national high-tech enterprise specializing in the R&D, production, and sales of antimony-based flame retardants and plastic additives.

The company operates: 2 lines for antimony trioxide production, 3 lines for flame-retardant masterbatch, 1 line for compounded flame retardants. Its annual production capacity includes: 8,000 metric tons of antimony trioxide, 5,000 metric tons of flame-retardant masterbatch, 2,000 metric tons of compounded flame retardants.Under the BRIGHTSUN® brand, the company offers a full range of antimony-based flame retardant products, including various grades of antimony trioxide, antimony trioxide masterbatch, brominated-antimony flame-retardant masterbatch, and antimony-based compounded flame retardants. These products are widely used in plastics, textiles, resins, rubber, electronic materials, paints, and other industries.

Holding China’s state-approved export trading license for antimony, the company exports approximately 70% of its products to developed markets such as the United States, the European Union, Japan, and South Korea. Notably, it is the only domestic antimony enterprise capable of producing antimony trioxide across the full particle size range of 0.3–3.0 microns, including large-particle grades.

Over the past five years, the company has maintained an average annual sales volume of 6,000 metric tons and annual revenue exceeding RMB 400 million. Its product sales have consistently ranked No. 1 in Guangxi and among the top five nationwide.

Hunan Zhenqiang Antimony Industry Co., Ltd. is located in Lengshuij City, Hunan Province, known as the "World Antimony Capital". It is a large-scale antimony smelting private enterprise. The company was in 2004, covering an area of more than 50 acres and registered capital of 50 million yuan. The company has fixed assets of 300 million yuan and owns mines with independent property rights in Myanmar, Laos and other places. The company is the third fine antimony and gold production enterprise to meet the antimony industry access conditions after Xingxing Antimony Industry and Chenzhou Mining. The company's product registered trademark is "Zhenqiang". Mr. Zhang Jiasong has long been dedicated to the fields of advanced materials and new energy materials and is recognized as one of the key pioneers driving the industrialization of carbon-based functional materials in China. He currently serves as the Founder and Chairman of Hunan Yuxiling New Material Co., Ltd. and represents the company as a member of the Hunan High-Performance New Materials Industry Alliance. In his early career, Mr. Zhang conducted materials science research at the Shenzhen Institute of Advanced Technology, Chinese Academy of Sciences. Over the past two decades, he has consistently focused on technological innovation and industrial translation in carbon materials, lithium-ion battery conductive additives, and novel functional materials.

In recent years, he has led his team in deep exploration of continuous production processes for single-walled carbon nanotubes (SWCNTs), graphene-based conductive materials, and next-generation battery material systems. Yiquan Zheng, a Ph.D., professor-level senior engineer and an outstanding expert in Guangzhou, has long been engaged in the research of polymerization, processing and modification of polymer materials, possessing rich theoretical and practical experience. In over 20 years of work in the field of polymer processing and modification, he has accumulated and expanded his technical capabilities, and gained extensive industry practical experience. He has participated in the compilation of the book "Fundamentals and Applications of Thermoplastic Polymer Blending Modification" (published in 2018), published more than 10 academic papers, and obtained 33 authorized patents at home and abroad. Mr. Higuchi joined Kawashima Co., Ltd. in 2014, beginning his career with on-site operational work. Through hands-on experience, he gradually built a solid foundation in the procurement and sales of various non-ferrous metal scrap, including copper, brass, aluminum, and stainless steel. In 2018, he was appointed as the manager responsible for domestic zinc business in Japan, overseeing the procurement and sales of zinc alloys, which further deepened his expertise and expanded his client network in this specialized field. In 2021, he transferred to the Overseas Business Division, where he took charge of antimony sales, primarily targeting the Japanese domestic market. He was promoted to Section Manager of the Overseas Business Division in 2022, a position he continues to hold today. His career path—from frontline operations to procurement and sales, and now into management—demonstrates his profound understanding of metal materials and his consistent drive to embrace new challenges and broaden his professional horizons.

In the first half of the 1990s he traded commodities futures of base metals at the London Metal Exchange (LME) and the Commodity Exchange (COMEX). He started 3N International Inc. in 1995 and has served as chairman and president.

Shandong Chenxu New Materials Co., Ltd. is a modern, specialized enterprise integrating R&D, production, and sales of flame retardants. The company owns a wholly owned subsidiary—Jinan Chenxu Chemical Co., Ltd.—and operates a dedicated production base.
